Work Request: Seeking preparation of twenty-year community development plan.
Additional Work Details: Community development plan shall consist of three distinct plans, due to distinct funding sources: (1) defense diversification plan; (2) local update; and (3) downtown plan. The defense diversification plan is necessitated by base realignment activities at Sheppard Air Force Base (the areas largest employer) in 2005, and will examine the dependency of the local economy on the base and methods to reduce that impact. The local update shall examine the city parks plan, educational resources, and corridor zoning policies. The downtown plan shall evaluate the status of the downtown areas and propose outline an economic revitalization strategy for the area.
Contextual Info: Wichita Falls is located midway between Dallas-Fort Worth and Oklahoma City. In 2001, Wichita Falls was named America's Most Average City, after census data indicated it to be representative of the national average for ethnicity, household size and median age.
