The Department of Veterans Affairs, Network Contracting Office (NCO 06), Hampton, VA on behalf of Hampton VA Medical Center solicits this proposal for future contractors (nursing homes) in the following states and counties:

Virginia counties: Chesapeake, Gloucester, Hampton, Isle of Wight, James City, Mathews, Newport News, Norfolk, Poquoson, Portsmouth, Southampton, Suffolk, Surry, Virginia Beach, Williamsburg, York, Accomack, & Northampton;

North Carolina Counties: Camden, Chowan, Currituck, Gates, Pasquotank, Perquimans, dare, Hyde, Martin, Tyrrell, Washington, Wake, & Chatham

This pre-solicitation announcement publicizes the Department of Veterans Affairs intent to solicit Community Nursing Home Care services at the contractor s facilities under an Indefinite Delivery Contract (IDC) in the VISN 06 geographical counties as specified above.

The VA anticipates issuing an open and continuous solicitation for this requirement. The VA will accept proposals throughout the current fiscal year until 09/30/2017. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Proposals will be evaluated for award on a periodic basis.

In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code. Firms may obtain SAM information at https://www.sam.gov. To be eligible for award, contractors must be registered in SAM. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible.

NAICS Code is 623110 (Nursing Care Facilities) with a small business size standard of $27.5M. The classification code is Q402. This requirement will be solicited on a competitive basis. There is an anticipation of multiple awards from this solicitation, which will be made commensurate with the needs of Asheville VA Medical Center. All responsible sources may submit proposals. The VA will consider for evaluation only proposals from sources found to be responsive and responsible.
The VA will only consider proposals from contractors who are skilled nursing home facilities and licensed by the State of Virginia, North Carolina, and those that are Medicaid qualified.

Patient placements in contract nursing home facilities are based on availability of facilities in a geographical location and the desires of the veterans and their respective families. Because it is impossible to determine actual usage of any particular contract facility, the VA uses Indefinite Delivery/Indefinite Quantity contract vehicle with no guaranteed minimums.
