The purpose of the Adams County Community Needs Assessment is to assist government agencies, non-profits, and community members in improving services to residents by learning about general conditions and trends in Adams County communities, and priorities for improvement as expressed by residents. Additionally, the study examines needs identified specifically by poor, low- and moderate income residents, potential gaps in services, opportunities for service improvement and needs identified in low-income neighborhoods. Adams County conducted its first county-wide needs assessment beginning in 2003 (see County website) and will build the 2009 survey on the process established in 2003 in order to achieve longitudinal comparisons.
