The Agency seeks a contractor to provide support to the agency's Community Emergency Management Plan (CEMP) project. The support required by the project includes a review of past efforts at neighborhood emergency planning, the establishment of a new template for CEMPs, production of a set of draft CEMPs for District neighborhoods, submission of the drafts to a review by neighborhood residents, and the publishing and promulgation of final CEMPs for the District.
