The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for a study to determine
alternatives to the current governance structure of the Dane County public safety communications system. In addition the study will also develop alternatives to assist Dane County in determining a cost-sharing model for operations and maintenance of the system. When the DCPSCC was merged in 1988 with the City of Madison it became a county function. However, during
the merger and since, equipment, infrastructure upgrades, software and hardware have been purchased and installed by the City of Madison County of
Dane and other contributors. Therefore, there is an issue of who owns what, who is responsible for maintenance and upgrades, and who decides
operational issues. Ownership, maintenance and management are issues that should reside with one entity representative of stakeholders.
