Combined Synopsis/Solicitation for RFP HC1028-14-R-0053, DEEMZ42747 - Other than Full and Open Competition
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice.
The Defense Information Systems Agency, Defense Information Technology Contracting Organization (DITCO), DISA Services Section (DITCO/PL8311), 2300 East Drive, Scott AFB IL 62225-5406, intends to make a sole source award to Riverbed Technology, Inc. at 680 Folsom Street San Francisco, CA, 94107-2153 to provide modeling, simulation & analysis support based on FAR 6.302-1. This requirement meets all the criteria for awarding a sole source contract.
This requirement will provide DISA with Commercial-Off-the-Shelf (COTS) network and application performance management software products and consulting services from Riverbed Technology, Inc. These proprietary software products include software modules, technical support, and consulting services for existing and planned Riverbed software solutions in use by the Enterprise Engineering (EE) directorate for continuous support to the DODIN and other DISA programs, and in the case of the Joint Communications Simulation Support (JCSS) software, fielded at over 100 DoD support installations. The technical and consulting services facilitate seamless design and analysis of the DODIN and other DoD systems that require continuous enhancement and modification to meet the evolving needs of the warfighter. The place of performance shall predominately be at the contractor's facility, although all classified work will be done at DISA headquarters, Ft Meade, MD. This will be a firm fixed price contract for a one-year base period with four one-year option periods. The NAICS code is 541511 "Custom Computer Programming Services." The period of performance will begin in August 2014. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
