The Naval Surface Warfare Center Dahlgren Division intends to issue a solicitation of a follow on, sole source, CPFF and FFP indefinite-delivery-indefinite-quantity (ID/IQ) contract to Corp Ten International for the procurement of its propriety data collection software system UniTrac.


This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source". The software is currently being provided to the Navy under contract N00178-15-D-2023 by Corp Ten International, 100 West Road, Towson, MD 21204-2370.


Corp Ten International is the only source with access to the UniTrac software system which allows for the collection and processing of data from multiple sensors and communication systems in near-real time; the simultaneously distribution of sensor data to multiple data collection activities; and the sharing of sensor data between those activities per mission requirements.
The period of performance is anticipated to be for a total length of sixty (60) months. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.


Firms interested in subcontracting opportunities should contact Corp Ten International directly. This synopsis will close on August 02, 2017. It is anticipated that the solicitation will be issued on or around 2 October 2017 and will be open for 30 business days. Contract award is anticipated at approximately 16 May 2018.
