The Department is seeking to acquire a commercial off-the-shelf (COTS) web based Pavement Management System (PMS) including software, installation, customization, licensing, data integration, interfaces, maintenance, training, and support services. The new Pavement Management System will provide, analyze, and summarize pavement information for use in selecting and implementing cost-effective pavement construction, rehabilitation, and maintenance programs. The new PMS will give The Department the ability to manage pavement conditions, determine pavement rehabilitation costs, decide the optimal time for construction and rehabilitation, and provide what-if analysis for budgeting and performance. The new PMS will interface with other systems administered by The Department and will replace The Department ’s current Transportation Management System (TMIS). The Department developed its current pavement management system to assist them in the identification and prioritization of pavement preservation activities. The subsystem, which stores pavement condition and construction history data and provides mapping capabilities using GeoMedia, the Pavement Analysis Package (PAP) as an analysis tool, was developed to use TMIS data and traffic records for pavement rehabilitation and reconstruction project recommendations.
