1. This is a sources sought announcement. This announcement is in support of market research to determine the feasibility of a competitive acquisition and to identify potential sources that can provide a Commercial Off-The-Shelf (COTS) Legal Management Software.

2. The Court Services and Offender Supervision Agency's (CSOSA) Office of General Counsel seeks to identify available COTS, Legal Management Software solutions that meet the below requirements:

• Needs to be a hosted system;
• Must be web-based;
• Must be FEDRamp compliant and certified;
• Integrates with Microsoft Outlook, Microsoft Office, and SharePoint;
• Integrates with legal research tools, e.g., Westlaw & LexisNexis;
• Includes court docket management, calendar management, task management;
• Provides system and email alerts;
• Generate Reports and Statistical data/Metrics (i.e., how many subpoenas filed in a  
   year) in PDF, Excel, Word and Gantt Chart formats;
• Ability to use via iOS and Android mobile device;
• Ability to upload files;
• Must have multiple roles and security access/privacy permission levels based on
   these roles; and
• Allow multiple roles;
• Task Reminder notifications;
• Timer for work;
• Create text documents and multiple users can edit documents in real time;
• Archive capable;
• Data back-up every 12 hours;
• CSOSA data ownership.

3. All responsible sources who believe they have a solution to the above requirement may contact CSOSA to schedule a demonstration of the COTS, Legal Management Software solution, as instructed below.

4. Requests for an appointment to conduct a demonstration of the COTS, FedRamp compliant/certified, solution can be made through November 13, 2019, 3:00 p.m. Eastern Daylight Time (EDT). Demonstrations may be conducted through conference call or in-person at CSOSA. All demonstrations shall be based on a web link provided to CSOSA that demonstrates the system being presented. 

    a. For in-person demonstrations, the presentation will be held at CSOSA's location at 800 North Capitol St., NW, Washington, D.C., 20002-4260. An internet connection will be provided; all other equipment/materials are to be provided by the presenter. A web-link to the demonstration must be provided to CSOSA that CSOSA can access.

    b. For telephone presentations, a time will be coordinated for the presentation and CSOSA must be able to log into the web-line for the demonstration.

5. Each demonstration is limited to one hour and thirty minutes (60 minutes for the presentation plus 30 minutes for questions and answers). A maximum number of two (2) personnel representing the Contractor may participate in the presentation.

6. All presentation requests shall be made through email to Mr. Ken Smith, Kendrell.Smith@csosa.gov. The email shall include in the subject line: "Response to 9594CS20LegalMaintSoftware" and shall include the following information:

    a. Complete company name; 

    b. Complete business address;

    c. Company point of contact name, phone number, and email address;

    d. Company Tax ID (TIN);

    e. Company DUNs;

    f. Company Cage Code;

    g, Small Business Size Standard for the NAICS identified below;

    h. Whether company is registered in SAM. If not registered in SAM, identify plans for completing this registration;

    i. Whether the solution is available on any strategic source vehicle, such as GSA Schedule (if so, what schedule and what Special Interest Number (SIN)), NASA Sewp, NITAAC (if so, what category, e.g. CIO-SP2i or CIO-SP3, etc.). If the solution is not available on any strategic sourcing vehicle, then the response for this element should be "Not available on any strategic sourcing vehicle such as GSA, NASA Sewp, or NITAAC."

7. Requests for demonstrations that do not include all of the above information will be returned and may be resubmitted with all of the required information.

8. Information received as a result of this notice will be considered solely for the purpose of developing a competitive requirement. The sources sought does not constitute a solicitation for bids, quotes, or proposals and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. The North American Industry Classification System (NAICS) Code is 511210, Software Publishers, and the U.S. Small Business Administration small business size standard is $41.5M.
