Commercial Facilities Management Services for GAO Headquarters

This is a continuance of GAO-16-RFI-0002 notice posted July 11, 2016.


Request for Proposal (RFP) 05GA0A17R0006 will be issued to provide full facilities operations, maintenance and related support services at the GAO HQ Building, for scheduled and unscheduled maintenance and repair of equipment and systems and janitorial and related services within the property line of the GAO HQ building at 441 G St. NW, Washington, DC 20548. The building is approximately 1.9 million square feet. The building is currently headquarters to multiple Federal agencies and strategic portfolio decisions are being made to accommodate new occupancy requirements.


Requirement:


This requirement will include management, supervision, labor, materials, equipment, and supplies, as well as scheduled and unscheduled maintenance and repairs of equipment and systems located in and around the building to include:


• Facilities Management
• Planning, procuring, coordinating, and scheduling of work
• Inspection and Quality Control
• Work Reception, Planning, and scheduling
• CMMS Operations, Maintenance, Management and Reporting
• Facilities Services Coordination
• Task Order Services (reimbursable)
• Building Equipment Operations and Maintenance
• PM Program
• Lighting
• BMCS operation, maintenance, and monitoring
• Honeywell EBI system (currently)
• Water Treatment
• Annual Inspections, Testing, and Maintenance
• Electrical Equipment
• Unfired Pressure Vessels
• HVAC equipment
• Boilers
• Utilities Management
• Janitorial Services
• Trash Removal/Recycling
• Landscaping Maintenance and Snow removal
• Pest Control
• Fire protection system Inspection, Maintenance, Testing, and Repair
• New Work


The resultant contract shall be for a General Base Year Period of Performance with four (4) Option Years. At the end of the Base Year Period of Performance and each subsequent option year, the Contracting Officer at the recommendation of the Program Office shall notify the contractor in writing of its intent to exercise options as they become due at least 60 days before the current period of performance ends. In no event shall the contract period, as extended, exceed a period of 5 years from the beginning date of the original contract. The anticipated contract shall be a hybrid firm fixed price with optional cost reimbursable contract line items.


As noted in GAO-16-RFI-0002 notice posted July 11, 2016, prospective offerors who did not participate in and attend the pre-requisite on-site tour of the GAO Building located at 441 G Street NW Washington DC 20548 SHALL NOT BE ELIGIBLE to submit a response to this RFP as their response/proposal will not be evaluated and considered for award.


The RFP is expected to be posted via GSA-eBUY no-later-than April 14, 2017 with proposals in response to the RFP due no later than 12:00PM (noon), Eastern Time, on Monday, May 15, 2017 at the following address:
