31 May 18: Attached is the formal Request for Proposals (RFP); Section L - Instructions, Conditions, and Notices to Offerors; Section M - Evaluation Factors for Award; and supporting program documents.

1) Operations Security (OPSEC) Plan, and
2) Committee on National Security Systems (CNSSAM) TEMPEST/01-13, Red/Black Installation Guidance.
Please include a Joint Certification Program (JCP) number and a statement of compliance with the Department of Defense (DoD) Directive 5230.25, Enclosure 5 with your request.
Past Performance Volumes are requested by 06 July 2018.
All volumes due no later than 10 a.m. EST 23 July 2018.
16 May 18: Attached are the briefing charts displayed at the ROCC Industry Day held 10 May 2018 at the Defense Acquisition University in Kettering, Ohio.
3 May 18: Attached is a revised draft RFP for the C-17 Roll-On Conference Capsule (ROCC) Program. In addition are documents as referenced in the Statement of Work and System Requirements Document that are not easily accessible via Internet search engines.
The Government intends to host an Industry Day on 10 May 2018 for the ROCC Program at the Defense Acquisition University (DAU) located at 3100 Research Boulevard Ste. 250, Pod 3, Room 221, Kettering, OH 45420. Introductions will commence at 9 a.m. and presentations will begin at 9:30 a.m. After the presentations there will be 1-on-1 sessions between the Government and the individuals representing their businesses.
The local Small Business Office is offering 1-on-1 sessions between the offerors and the Small Business team.
Sign-ups for both 1-on-1 sessions will be available at the beginning of the Industry Day.

This presolicitation announcement is for the C-17 Roll-On Conference Capsule (ROCC) Program. Due to feedback provided by industry in response to a previous posting for the ROCC Program on FBO, the Government has made several updates to the following draft documents and the updates are attached to this announcement:
-System Requirements Document
-Statement of Work
-Contract Data Requirements List
The Government intends to host an Industry Day on 10 May 2018 for the ROCC Program at the Defense Acquisition University (DAU) located at 3100 Research Boulevard Ste. 250, Pod 3, Room 221, Kettering, OH 45420. Introductions will commence at 9 a.m. and presentations will begin at 9:30 a.m. After the presentations there will be 1-on-1 sessions between the Government and the individuals representing their businesses. Please register to attend the Industry Day by providing the company name and number of individuals (not to exceed six people per business) to Steve Bauer at steve.bauer.5@us.af.mil by 4 May 2018.
Responses to this presolicitation are not being requested. Questions regarding the ROCC Program will be addressed at the Industry Day.
The ROCC Program is a Total Small Business Set-Aside.
