This is a combined synopsis/solicitation for commercial Information Technology (IT) Program Management and Oversight (PMO) services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation document will not be issued.

This solicitation is a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-87).


This solicitation is also a Small-Business Set-Aside for Women-Owned Small Businesses (WOSB) eligible under the WOSB Program per FAR 19.15 and 13 CFR part 127. Only companies that are registered in SAM, are self-certified as WOSB concern in SAM, and have submitted documents verifying their eligibility to the WOSB Program Repository at the date of proposal submission may respond to this solicitation.


Award shall be made to the vendor whose proposal, conforming to requirements of this combined synopsis/solicitation, provides the best value to the Government. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $15M in annual revenues.


The OPIC Contracting Officer (CO) intends to award a Time and Materials (T&M) contract for a contractors to provide PMO services to support the OCIO as described in the Performance Work Statement (PWS, Attachment A). Capable vendors shall submit proposals in response to this combined synopsis/solicitation following the instructions specified in both this solicitation and in Proposal Content and Format instructions (Attachment B). The Contracting Officer CO reserves the right to make an award without discussions.
