Collection Services for Unemployment for 2009
The purpose of this RFP is to solicit proposals for not more than two contracts to be awarded to separate Contractors for the collection of delinquent amounts due and owing IDES by liable employers under the Unemployment Insurance (UI) Act. This program is intended to supplement collection efforts initially undertaken by IDES. Accounts that have not been collected through the efforts of IDES may be turned over to the Contractors selected for this program. However, only those accounts actually turned over to Contractors would be subject to their collection efforts. Collections currently in process would not be affected by this program. In accordance with the Illinois Debt Collection Act of 1986, IDES is required to refer delinquent accounts of certain types to the Office of the Comptroller for offsets or the intercepting of State warrants. IDES will continue to refer certain accounts to the Office of the Comptroller for offset, even if referred for outside collection.
