Request for Information (RFI)
Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, seeks information from parties, capable of managing universal waste (UW), e.g., batteries, lamps, mercury containing devices (and other wastes that may be designated as UW in the future) as described within this request for information (RFI). Subcontractors are requested to respond to this RFI with an overview of how the subcontractor intends to perform the services described herein, including the names and addresses of the potential sub-tier recyclers or disposal facilities if any.


The SRS is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles. The approximate number of employees at SRS is ~12,000. UW customers include multiple site tenants, including the Department of Energy-Savannah River Operations Office (DOE-SR), and the Savannah River Research Campus (SRRC), an offsite location.


All applicable Federal, State, Local and Department of Energy regulations apply to the work described herein. Specific requirements will be provided with the final scope of work (SOW). The subcontractor will be required to follow all SRNS programs, policies and procedures applicable to the management and/or disposition of UW. These include stringent quality, personnel safety and security requirements, property protection/materials management practices, transportation and environmental compliance requirements.


Audits, Assessments and Inspections
Prior to subcontract award, SRNS personnel shall audit the potential subcontractor and downstream vendors (if not already audited in the past 5 years) on their environmental compliance history and current performance. SRNS personnel shall also assess the onsite performance of the subcontractor and inspection of UW while being managed by the subcontractor.


Productivity
At a minimum, the subcontractor shall meet the productivity requirements provided in the attached scope document, sections 3.1, 3.2 and 4.1. Although rare, the subcontractor may be asked to respond to emergency situations (e.g., UW that is about to exceed the one-year staging requirement).


Service Options
The subcontractor may choose to provide information for performing either of the following services described in the attached scope document, Sections 1.1 and 1.2, "turn key operation (option 1)" or "subcontractor managed onsite Central Accumulation Area (CAA), (option 2)", respectively.


If the subcontractor selects option 2, then SRNS shall provide a CAA building and associated supplies for the storage and management of UW until it is shipped offsite.


Offsite (Option 1)
The subcontractor will be responsible for collecting the UW from the onsite generators and taking it offsite to be recycled. The details are described in the sections below. The subcontractor will purchase raw materials, provide management, labor, and the necessary equipment and materials as described herein and utilize a compliant (i.e., an SRNS audited and approved) offsite recycling facility preferably within the United States. The subcontractor shall be responsible for acquiring any necessary equipment to perform this scope. The subcontractor shall also provide documentation of DOT training certifications (e.g., hazmat training, shipper training, driver training as applicable).


Onsite (Option 2)
SRNS Central Trucking organization will collect UW from the various onsite generators and transport it to the CAA which will be managed by the subcontractor. SRNS shall supply the facility and materials needed to properly receive, package, and monitor the UW while at the CAA. The subcontractor will ship the UW offsite to their compliant (i.e., an SRS audited and approved) recycling facility preferably located within the United States. The subcontractor shall also provide documentation of DOT training certifications (e.g., hazmat training, shipper training, driver training as applicable).

Interested suppliers responding to this RFI shall indicate interest in providing either Option 1 (Offsite) or Option 2 (Onsite) as described in the attached Scope document, (including the names and addresses of the potential sub-tier recyclers or disposal facilities (if any)), by January 25, 2019 at 5:00 p.m. to Grace Robinson at grace.robinson@srs.gov and Chandra Martin at chandra.martin@srs.gov.
