This is a REQUEST FOR INFORMATION notice for market research purposes only to determine the availability of qualified business sources capable of providing the full range of services described below. Responses should be provided via email to Surella.tracy@va.gov no later than 12:00pm central time on December 18, 2018. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Please clearly identify any information to be considered sensitive or proprietary. Respondents will not be notified of the results of the market research.
SERVICES:
1.0 GENERAL:
The Veterans Affairs Health Care System of the Ozarks (VHSO) located in Fayetteville, Arkansas has a requirement for Cognitive Behavioral Therapy for Suicide Prevention (CBT). The Veterans Affairs Mental Health Services requires CBT training for VA mental health clinicians and staff.
1.1 SCOPE:
The contractor shall conduct a three (3) day in-person CBT for Suicide Prevention training to a capacity of approximately (45) forty-five clinicians and staff as defined in the Statement of Work. The location will be provided by the government at later date. The contractor shall perform to the standards in this contract.
1.2 BACKGROUND:
CBT for Suicide Prevention is an evidence-based, comprehensive cognitive-behavioral therapy developed to treat individuals with suicide-related ideation and/or behaviors. CBT is used in the Veterans Affairs to help Veterans increase stability before progressing to other Evidence Based Psychotherapies, such as Prolonged Exposure or Cognitive Processing Therapy for the treatment of PTSD. Suicide Prevention is a brief, targeted and evidence based psychotherapy that aims to reduce the risk of suicide in high-risk. Suicide prevention is one of the top five priorities of the VA. Clinicians receiving this training will enhance VHSO s efforts to prevent suicides.
1.3 CONTRACTOR PERSONNEL QUALIFICATIONS:
1.3.1 Instructor Qualifications: Contractor shall provide highly qualified staff (licensed psychologists) with expertise in the provision of CBT within the VA Medical Center setting.
1.3.2 Contractor shall submit copy of psychologist license with all submitted proposals and bids.
1.3.4 Objectives: Enable approximately forty-five (45) Mental Health clinicians and staff to:
Demonstrate knowledge of the public health significance of suicide among military personnel and veterans.
Use the cognitive behavioral model to conceptualize military personnel and veterans with suicide-related ideation and/or behaviors.
Structure cognitive behavioral sessions, set goals, assign action plan(s), and elicit/provide feedback.
Assess for motivation, ambivalence, and readiness for change to best tailor the treatment.
Identify underdeveloped and overdeveloped skills that exacerbate suicide risk based on the cognitive behavioral case conceptualization.
Implement cognitive and behavioral strategies within each of the three phases of an efficacious cognitive behavioral outpatient protocol for the prevention of suicide.
Complete a step by step safety plan with military personnel and veterans with suicide-related ideation and/or behaviors.
Monitor suicide risk and manage suicidal crises throughout the course of treatment.
Identify therapist maladaptive cognitions often activated by work with suicidal military personnel and/or veterans.
Discuss the importance of self-care and the warning signs of professional burnout.
2. SPECIFIC TASKS:
2.1 Basic Services. The contractor shall provide services for CBT in Suicide Prevention. The workshop will teach students how to use the cognitive model to conceptualize military-related clients. Students will learn the three phases of a research-based cognitive behavior outpatient protocol to prevent suicide, including the collaborative creation of a step-by-step safety plan. Workshop should be designed for civilian mental health providers who routinely work with military service members, families, and/or veterans in community settings, as well as mental health providers who work within military treatment facilities and/or VA hospital settings.

The NAICS code to be utilized for this acquisition will be 611430 Professional and Management Development Training
