The USDA-ARS National Sedimentation Lab located in Oxford, MS has a requirement for a project entitled "Cloth Insulated Wiring Replacement." The project is broken into 2 phases and consists of replacing panel boards, conductors and wiring devices for the 1957 wing as identified in the Construction Project Specifications. The successful contractor shall furnish all labor, material, and supervision to perform this work in accordance with the specifications within 180 calendar days after receipt of Notice to Proceed.

The applicable North American Industry Classification System (NAICS) Code for this project is 238210, with a Small Business Size Standard of $15.0 Million. To be considered for award of a contract offerors must be registered in System For Award Management (SAM,web address is https://www.sam.gov/portal/public/SAM/) with a Representation and Certification in ORCA (Online Representations and Certifications Application). A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. The solicitation with specifications, drawings, etc. are listed as attachments to this notice; no paper copies of the solicitation, specifications or drawings will be available. The estimated magnitude of the project is $100,000.00 to $400,000.00.


A Pre-Proposal Site Visit and Conference will be held at 10am local time on August 4th at the National Sedimentation Lab, 598 McElroy Dr, Oxford, MS 38655. No advance notice of participation in the Pre-proposal Conference is required. General questions regarding the proposal process will be answered at this meeting. Technical questions regarding the project will not be addressed at the meeting, but must be submitted in writing to the Contracting Officer by August 11, 2016 at 1:00 pm (Eastern Standard Time).


This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program.


The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum,
"Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
