SOURCES SOUGHT NOTICE


DESCRIPTION

The U.S. Department of Veterans Affairs, Veterans Health Administration (VHA), Employee Education Service, St. Louis MO, is soliciting information on potential sources to provide Clinical On-Line Courses for its VHA health care providers and staff. The Program Contracting Activity Central, St. Louis is issuing this sources sought as a means of conducting market research to identify SERVICE DISABLED VETERANS OWNED SMALL BUSINESSES (SDVOSB), VETERAN OWNED SMALL BUSINESSES (VOSB) AND OTHER SMALL BUSINESS concerns having an interest in and the experience, ability, capacity and resources to provide the demonstrated expertise, supervision, labor, materials, equipment, and supplies necessary to provide a minimum of 500 clinical on-line courses for VHA health care providers and staff. Courseware shall be made accessible to the entire VHA staff through the VA s Talent Management System (TMS). The TMS is an online, interactive system that provides training to users throughout the VA. It is on the internet and can be accessed from any computer. The result of this market research will contribute to determining whether there are adequate SDVOSB(s), VOSB(s) and SMALL BUSINESS resources from which to receive competitive quotations/proposals.

Status as a small business concern is determined in accordance with 13 CFR part 121.108. Please refer to the Federal Acquisition Regulation at www.acquisition.gov , Part 19 for additional detailed information. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 611430, Professional Development Training. The size standard is $11.0M.

This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government to issue a Request For Proposals (RFP) or a Request For Quote (RFQ) in the future. This request for capability information does not constitute a request for proposals or request for quotes and does not commit the Government to contract for any supply or service, whatsoever. Further, the VHA is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotations. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. Not responding to this Sources Sought does not preclude participation in any future RFP or RFQ, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. BACKGROUND

Courses that contain content that is on the cutting edge as it pertains to the latest changes in treatment modalities, techniques and regulations not only provides a healthcare environment that keeps the patients healthier, but it also helps mitigate risks inherent in the medical profession. Clinical training and certification is required for the Department of Veterans Affairs clinicians and is an essential component of the individual provider licensure/certification and competency. The use of an on-line 24/7/365 education system casts the largest potential net to enable the largest percentage of the VA workforce to receive technical and professional training. As a result, accredited, on-line clinical training available to the VA clinicians will lead to improved clinical care and workplace excellence in VHA

SCOPE OF SERVICES

The contractor shall provide all labor, supervision and other resources required to deliver commercial off the shelf and on-line courseware for VHA clinical staff including physicians, dentists, nurses, therapists, dietitians, psychologists, social workers, pharmacists, counselors, radiologist, optometrist and medical technicians. The contractor shall provide a minimum of 500 on-line clinical courses that covers multiple clinical disciplines and clinical programs. Courses will be integrated with the VA s Talent Management System (TMS) and will be recorded to track training completion. Courses shall be accessible to VHA staff 24/7/365 at any time and from work or home or while on Government travel. Clinical courses will primarily be accredited by national agencies, and with additional state agencies such as California Board of Nursing, California Board of Behavioral Sciences (CABBS) and New York State Education Department State Board of Social Work (NYSEDSW) as applicable, for appropriate continuing education credit. Courses shall contain accredited content for a national VHA audience ranging from a wide array of clinical disciplines, such as laboratory science, dental, dietetics, nursing, occupational and physical therapy, physicians, psychology, radiologic technology, respiratory therapy, social work, surgical technology, pharmacy, central sterile, counseling, emergency management, medical records, nurse aide, and miscellaneous allied health healthcare professions.

Courses shall be Aviation Industry CBT (computer-based training) Committee (AICC) or Sharable Content Object Reference Model (SCORM) and Section 508 compliant. Courses shall have a defined course title, length of time [i.e., hour(s)], description of material to be taught (i.e., syllabi, table of contents, etc.), and whether materials are included (i.e., books, pamphlets, software, etc.). Courseware shall also provide student follow-up/evaluation to ensure knowledge transfer and quality courses and an accredited certificate of completion. Courses shall be 1.0 continuing education credits or more.


REQUESTED INFORMATION

Interested parties, who consider themselves qualified SERVICE DISABLED VETERANS OWNED SMALL BUSINESSES (SDVOSB), VETERAN OWNED SMALL BUSINESSES (VOSB) AND OTHER SMALL BUSINESS concerns that can provide these services are invited to provide a written response to the questions in Exhibit A attached to this announcement, along with your company capability statements outlining your capability to provide the services as identified in this RFI. RESPONSES

Submission Instructions: Interested parties are encouraged to respond to this Sources Sought. All communication shall be in writing and submitted electronically via email. No information will be taken by telephone.

Written responses are to be in Portable Document Format (PDF) and are due no later than 11:00 AM CENTRAL TIME (CT) [May 23, 2019. Your entire submission shall be limited to 8 pages (8x11), 12-point font minimum and should be separated by Sections. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Do not submit a cost quotation or proposal. Submit responses in the following format:

SECTION I - of your submission shall provide administrative information: and shall include the following at a minimum:

SECTION II - of your submission shall provide responses to the questions listed in Exhibit A of this document and any additional information to substantiate your demonstrated capability to deliver Clinical On-line Courseware services for the Veterans Health Administration.


INDUSTRY DISCUSSIONS

VHA representatives may or may not choose to contact sources to gather additional information. Such industry discussions would only be intended to get further clarification of potential capability to meet the requirements.

The information provided in the sources sought is subject to change and is not binding on the Government. The VHA, has not made a commitment to procure any of the services discussed, and release of this sources sought should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
