This Request for Information (RFI)/Sources Sought Notice is issued for informational and planning purposes only. This is not a Request for a Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Letterkenny Army Depot is currently conducting market research to locate qualified, experienced, and interested potential sources. Negative replies are also sought.

Letterkenny Army Depot is seeking information concerning the availability of contractors to provide and install upgrades to the climate chamber to add cooling capacity, improve efficiency, lower operating costs, and achieve a thermal test range of +120° to -50° F - maintained for up to 4 hours. Regardless of local weather conditions, the climate test chamber shall be able to reach and maintain the above thermal test range. The following upgrades consist of: (1) provide and install one new Modular cooling Plenum (MP) Model MP4S-30-30-S/RAC with a gross cooling capacity of 94,000 BTUH at -40⁰F, and associated installation requirements; (2) modify six existing cascade MP units to operate in single stage Heating, Ventilation and Air Conditioning (HVAC) mode; (3) provide four complete compressor replacement kits and install one kit in an existing MP; (4) Integrate new and modified MP functionality with the existing test chamber automated control system to utilize the additional capacity and modified MP units with minimal operator interaction; and (5) provide and install one 150kw portable resistive heat load bank for testing and validation.


Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether to solicit on a sole source basis, whether to set-aside the acquisition or compete on a full and open basis.


All contractors interested in supplying this service may indicate their interest in this potential acquisition by supplying responses that should include:
(1) Identification of company size status, certifications, i.e. 8(a), HUBZone, SDVOSB, small business.
(2) Proof of experience and capability to provide services necessary to install upgrades and provide support to the climate chamber and ensure optimal operation after all upgrades have been completed.
(3) Please indicate which NAICS code(s) your company usually performs under Government contracts.


For the purposes of the RFI, the North American Industry Classification System (NAICS) Code is 334512 - Automatic Environmental Control Manufacturing for Residential, Commercial, and Appliance Use. The small business size standard is 500. If your firm is capable of the requirements described in this RFI, please provide a Capability Statement to Miss Kristin E.
