Sources Sought Response Instructions


Sources sought synopsis announcement is issued to assist the 673d Contracting Squadron, JBER, Alaska, in performing market research to determine interest and capability. This is not a Request for Quote (RFQ) and responses to this invitation are not quotes and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFQ or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 673d Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to the request.


JBER, AK is seeking interested sources capable of a one-time cleaning of an Aircraft Hangar as described in the attached draft Performance Work Statement (PWS), Attachment 1. Contractor shall comply with all applicable laws, regulations, and standards.


The applicable North American Classification System (NAICS) code 561720 - Janitorial Services, with a business size of $18M.
A site visit will be held at Joint Base Elmendorf -Richardson (JBER) on 30 Jun 17 to start promptly at 9:00 AM Alaska Daylight Standard Time (ADST) at Hangar 5 (Bldg 7309). The purpose of the site visit is to familiarize all potential quoters with the building and the type of cleaning being requested. ALL PROSPECTIVE QUOTERS ARE URGED TO ATTEND THIS SITE VISIT.


All contractors, including those that have access to Joint Base Elmendorf-Richardson (JBER), wishing to participate in the site visit shall provide the following information of individuals attending to TSgt Anna Maria Smith at anna_maria.smith@us.af.mil:

Please go through the Boniface gate to obtain a visitor pass, if needed. Please allow for some delay while obtaining the pass. The following information will be required when getting your pass: 1) License 2) Registration, 3) Proof of insurance.
Interested and qualified sources are requested to provide: (1) company name, point of contact, e-mail addresses, telephone and fax numbers, identification of business size under the applicable NAICS code, i.e., 8(a), HUBZone, SDVOSB or WOSB; (2) a list of the company's most recent and relevant (within the last three years) DoD or commercial contracts and a brief description; and (3) information demonstrating the company's ability to perform these services. Respondents are asked to limit submissions to ten pages or less. Any information provided is voluntary. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.


Market research is still being conducted to determine the type of cleaning (i.e. commercial, industrial, etc.) Is this service considered more commercial office cleaning, industrial cleaning etc. and why? The CLIN structure and what work is included for each individual CLIN is still being determined. What breakout does your company suggest and why? For cleaning of the rafters, what is the suggested method of cleaning and why?
