This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

3.    GOVERNMENT PROVIDED EQUIPMENT (GPE): shelter, generator, tables, and chairs.

4.    CONTRACTOR PROVIDED EQUIPMENT: All other equipment requirements not listed in GPE Para #3 shall be provided by the contractor (for example: laboratory glassware to build chemical and biological labs and training aids to build radiological RDD and IEDs; any heavy equipment to create collapsed structure.

6.    EVALUATION OF AWARD: The Government's intent is to award one contract to the responsive and responsible bidder with the lowest total amount for all line items. In the event sufficient funds are not available to award all line items, the Government will determine which line items will be awarded in its best interest. See OFFERORS QUALIFICATIONS for specifics regarding responsibility determination.

7.    OFFERORS QUALIFICATIONS (FAR 9.104 1 and 9.104 2): To be determined responsible for award, the apparent low offeror will be evaluated to support a Determination of Responsibility. To establish its responsibility, the apparent low offeror will be requested prior to award, to submit a statement regarding previous experience in performing comparable work and work force available to be used in performing the specified work. This evaluation may consider the following minimum qualifications: performance and experience factors or the ability to obtain them:
1. General requirements for determining responsibility:
1.1 Comply with Section 2.2 of Performance Work Statement to include Minimum Roles Incident Commander, FBI or local law enforcement, Explosives Ordnance Disposal, Safety Officer, Staging Officer, and Medical Officer
1.1.1 Fully trained in HAZMAT operations IAW national Fire Protection Association (NFPA) 472
1.2 Prior participation in at least three (3) national level training exercises
1.3    All staff must be well versed in CST operation and all governing regulations

8.    Contractor shall submit a PRICE PROPOSAL breaking out labor and non labor costs per CLIN. Do NOT submit statements establishing responsibility at this time. Volumes are not required under this RFQ process. The apparent low offeror shall have two (2) days, after notification, to provide a statement establishing offeror qualification and responsibility.
