City of Milwaukee Telephone System
The City of Milwaukee is seeking proposals for the installation and integration of a new E9-1-1 Computer
Telephony Integration (CTI) system that supports the Citys requirements for dual dispatch operations with a
clear migration plan for transitioning to an IP-based E9-1-1 system. The proposers shall include
requirements for a complete and redundant E9-1-1 system, capable of growing to meet future Next
Generation 9-1-1 (NG9-1-1) capabilities as described further in this document.
The Proposers design and implementation of the IP E9-1-1 Systems shall include all related Customer
Provided Equipment (CPE), hardware, software, engineering, training, maintenance and labor necessary to
install and maintain the IP E9-1-1 System. This network shall be capable of replicating all the functionality
of the existing E9-1-1 network, while improving reliability and redundancy. Additionally, Proposers shall
demonstrate how this network will support the needs of the Milwaukee Police Department and Fire
Department and be managed and supported in a manner that will not impact ongoing 911 operations
