City Redevelopment Project

In July 2008 the City Council approved a redevelopment plan for the 12 block area bounded by North Harris Street, West Thomas Street, Grace Street and Sunset Avenue. The plan calls for the City to acquire property, clear the lots and redevelop the lots for residential occupancy in new homes and apartments. The City's desire and intent is to convey the property in the two blocks described above to a developer at no cost subject to the terms of a redevelopment agreement to be negotiated that will result in single family and/or duplex homes either for sale or rent. The redevelopment agreement will define the City's and the developer's responsibilities, the project schedule, infrastructure, and funding arrangements. The City seeks a development firm that will provide architectural and engineering design, consulting, tax credit application submission, construction services and rental and sales management services for the Beal Street project. As part of this Request for Proposals the city desires to locate a firm that can provide a turn key services for the following services for the Beal Street area, design and consulting services, low income tax credit application submittal, construction services, and management of developer properties. All proposals must be received by the City no later than Friday November 11, 2011 by 5:00pm EST. Submission Requirements for proposals: Hard Copies: Four hard copies with all attachments, including signatory pages and 1 electronic file, must be received by the deadline above and sent to the following address: City of Rocky Mount, Community Development Division, Attention Pauline High, Community Development Administrator, 331 Franklin Street, P.O Box 1180, Rocky Mount, N.C. 27802-1180. Mailed copies will be considered late if not postmarked by November 11, 2011 by 5:00pm.
