The purpose of this RFP is to provide information to interested parties to enable them to prepare and submit a proposal for (1) a traditional, non-HMO group health plan and (2) a HMO health plan. These proposals should approximate the City's current plan designs through Regence Blue Shield and Group Health Cooperative and will provide health insurance benefits for City employees, their eligible dependents, retirees (including LEOFF I retirees), and eligible domestic partners effective January 1, 2012.
