DUE TO TECHNICAL ISSUES WITH THE AFWAY PORTAL ALL NETCENTS-2SOLICITATIONS ISSUED PURSUANT TO FAIR OPPORTUNITY ARE CURRENTLY BEING POSTED ON FBO. NETCENTS-2 NETCENTRIC PRODUCTS SOLITICATION: ONLY QUOTES FROM NETCENTS-2 NETCENTRIC PRODUCTS AWARDEES UNDER WILL BE CONSIDERED FOR AWARD UNDER THIS SOLICITATION.

NETCENTS-2 SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions.

The solicitation numbered  F4FTAK9242AW02, incorporates the provisions and clauses of the FAR and applicable FAR supplements in effect through Federal Acquisition Circular (FAC) 2019-02. Please reference this solicitation number in the subject line of responses to this RFQ.

This requirement is for Cisco Switch. Please See attached Bill of Materials (BOM) for requirement specifications.

This is a Brand Name Only Requirement. Please see the attached Redacted J&A for more information. All items in this solicitation must be Trade Agreements Act (TAA) compliant in accordance with the FAR and DFARS and are subject to the TAA restrictions contained within DFARS 252.225-7021.

The Defense Priorities and Allocations System (DPAS) rating for this order is DO-A7. Award will be made to the lowest price, technically acceptable, responsive, responsible Netcents-2 offeror.

Netcents-2 pricing is required. Vendors submitting a response to any RFQ that includes a requirement for supplies and/or services that have incurred, or that may incur a lapse in maintenance support, shall include as part of its response any applicable reinstatement fee(s).

Quotes are due by 12:00 P.M. EST on  September 2019 and shall be emailed directly to Veronica.Schoultz@us.af.mil. Anticipated Award Date is 27 September 2019.

Lt Col Brian Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.

Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals,or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the email address listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
