Circuit Card and Amplifier Test System
Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract under the authority 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Sole Source Justification: The proposed MPA tester configurations leverage Teradyne proprietary operating software, programming software, maintenance procedures, core system spares and support infrastructure already in place and operational for the Teradyne S9100s at both Pearl Harbor and Groton MSRAs. Without access to this capability, no other supplier can provide a solution that leverages investment already made by the Navy in TPSs, training, logistics infrastructure and long-term support capability, or provide a common tester capable of running all MSRA and Depot TPSs.
Anticipated award date of a Firm Fixed Price contract is expected no later than 06 June 2019. This is not a request for proposals. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
