Price Breaks requested from a quantity of 1,000 up to a quantity of 5,000.
The Government's delivery is 300 each in 390 days with the balance at a rate of 300 units every 30 days after. Total delivery for 1,957 each is 570 days.

This item is solicited under Other Than Full and Open Competition FAR 6.302 (c) (1) and will be issued using FAR 13.5(Simplified Procedures for Certain Commercial Items) procedures for the described supplies.
This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved source(s) under the authority of 10 U.S.C. 2340 (c)(1).

First Article Testing is not required.
Inspection / Acceptance at Destination, FOB Origin.
This solicitation is being issued under the First Destination Transportation (FDT) Program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedure should be followed. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.O.B. Origin , Government Arranged Transportation, and 52.247-9058, First Destination Transportation (FDT) Program- Shipments Origination Outside the contiguous United States (OCONUS). This solicitation is an RFQ and will be available at https://www.dibbs.bsm.dla.mil on its issue date on or around July 2, 2019. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Solicitation will not contain a quantity option.
Based upon market research, the Government is using the policies contained in FAR 13.5 (Simplified Procedures for Certain Commercial Items) in its solicitation for the described supplies or services.
Reverse Auctioning: This solicitation will not contain Procurement Note L09- Reverse Auction (RA).
While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance.
