SUBJECT:

 

The 407th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN listed below.  The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre solicitation Conference.  The government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications.

 ITEM DESCRIPTION: The Circuit Card Assembly is used on the AN/ARN-149 System utilized on Next Higher Assembly 5826-01-600-6180 Receiver Radio Assembly which is utilized on the AC-130, C-17, C-130H, C-13J, E-8 and EC130J. This NSN is critical to aircraft mission's that are utilized on these platforms for operations and training.     

Impediment to Competition:

 

The original equipment manufacturer for these item is Rockwell Collins CAGE (13499) which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Rockwell Collins is the only known source with adequate knowledge of the above NSN performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. 

 

INTEREST

 

The DLA/AWB Contracting Office intends to award a sole source contract for the acquisition of the above NSN in support of multiple platforms. Other interested parties may identify their interest and capability to respond to the requirement no later than 29 January 2018 to dla.dlr.proc@us.af.mil and/or Charles Bentley Charles.Bentley.6.ctr@us.af.mil.  The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
