Circuit Board Design Software for the NSWCCD.
The Naval Surface Warfare Center Carderock Division has a requirement for the procurement of a software package for the electronic design of circuit boards for use at our Acoustic Research Lab in Bayview, ID. The Brand Name of Cadence OrCAD Designer manufactured by EMA Design Automation Inc of Rochester, NY. The OrCAD software requirement will include the purchase of a one-year software maintenance. The NAICS code is 511210, "software publishers," and the business size standard is $35 million.
The proposed purchase order is being solicited on a sole-source basis to EMA Design Automation, Inc of Rochester, NY. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: this OrCAD software is approved by the Department of the Navy Application and Database Management System (DADMS.) It has the capability of schematic entry, board layout, Spice simulation, and includes the ability to generate a wide range of required output files.
Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
