Chippewa NF Road Maintenance
The U.S. Forest Service, Minnesota Shared Service Contracting Unit has a requirement for various road maintenance services located on the Chippewa National Forest, to include Cass, Beltrami, and Itasca counties in Minnesota. Specific project areas will be identified on each Task Order. Work includes but is not limited to the following: General Road and Bridge Maintenance, Road Reshaping, Spot Surfacing, Culvert installation, and Gate installation. Additional work will be identified on the solicitation.
Contractor shall furnish all supplies, materials, tools, equipment, labor, supervision and transportation to complete work on time and within schedule in compliance with the specifications.
The Contractor shall use products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from biobased materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered.
The purpose of this contract is to provide a pool of contractors available to provide Road Reshaping, Spot Surfacing, Culvert installation, and Gate installation. This contract is being set up as an Indefinite Quantity IDIQ according to FAR Part 52.216-22. Work will be done in compliance with the specifications, provisions and terms and conditions of this contract and each IDIQ task order. Task orders will be competed amongst the contractors that are awarded part of the parent IDIQ. Each IDIQ task order will be task and location specific allowing time for vendors to visit the site and formulate an appropriate quote for that specific task. No individual IDIQ call shall exceed $250,000.00 the Simplified Acquisition Threshold, according to FAR 13.303-5. . The Government may award one or more contracts as a result of the Request for Proposal. The resulting contract(s) will be awarded for a base year. The not-to-exceed total contract value of $2,000,000. The guaranteed minimum amount for the program is $2,500.

The estimated period of performance for the base year of this contract is from May 1, 2019 through April 30, 2020.
This is 100% set aside for small business.
This is a synopsis, the full solicitation documents including specifications will be issued on or about March 25, 2019. Deadline for proposals will be April 24, 2019.
