Design and implement a culturally competent Independent Living Program (ILP) that meets required State and Federal Regulations, and specified Performance Measures to enable eligible Child Welfare and Probation youth to achieve self-sufficiency prior to leaving the Foster Care system and through a continuum of emancipation.
