Description for Child Care Services at Archives II
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-14-Q-0062 and is issued as a request for quotation (RFQ); quotations furnished are not offers. This request does not commit the Government to pay any costs incurred in the preparation or the submission of this quotation or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 effective May 30, 2014. This is a full and open requirement under NAICS 624410, Child Day Care Services. The resulting contract will be a no cost and will be issued to the Contractor whose conforming quotation in response to the RFQ will be most advantageous to the Government.

FAR 52.212-1, Instructions to Offerors - Commercial Items (Apr 2014)
EVALUATION: The Government reserves the right to award without discussions. Award will be made in accordance with FAR Subpart 13.106-2, to the responsible offeror whose quote in response to the RFQ will be most advantageous to the Government. Best value for this competition will be based on a technically acceptable evaluation. In order to be determined technically acceptable, all quotation submission requirements must be met including the required documentation submissions outlined herein. The Government reserves the right to issue a purchase order on the initial quote without discussions of this procurement.
FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2014) - An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov . If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.

***Site Visit. A site visit has been scheduled for July 2, 2014 at 9 AM ET. Contractors planning to attend the site visit must furnish the names and titles of its representatives to Ms. Sheila Drumheller ([email protected]) at least two working days prior to the site visit. Contractors are limited to a maximum of two representatives and are reminded that questions will not be answered during the site visit. However, you can forward all written questions to Ms. Drumheller ([email protected]) via email and an amendment will be issued to address each question. The rally point will be at NARA, Archives II, (College Park, MD).
Submission of Quotation: One copy of each quotation should be received by 12:00 PM EST on July 17, 2014 and should be mailed, emailed, or faxed to:

Offerors submitting via e-mail are cautioned that e-mails containing attachments in excess of 25 megabytes (MB) will be rejected by NARA's e-mail system. Contractors are advised to confirm receipt of quotations. Telephonic responses will not be processed.
