THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. This is for planning purposes only.

Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response.


1. INTRODUCTION: This is the initial step in the planning process for Chapel Support Services.


The 377 MSG/PKA at Kirtland Air Force Base seeks sources to provide Chapel Support Services.


377 MSG/PKA anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed Priced Contract.


NAICS code is anticipated to be 813110, size standard $7.5 million.


2. INSTRUCTIONS: All businesses capable of providing Chapel Support Services are invited to respond electronically.


Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 813110, size standard $7.5 million. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.


Statement of Capabilities are limited to 3 pages, and should demonstrate capability to provide Chapel Support Services.

The following are discriptions of services seeking:


Music Director for Catholic Parish: Provides musical support for all weekend, Holy Day, and Vigil liturgical celebrations of the Kirtland Air Force Base Catholic community. The director consults and coordinates with the Catholic Ministry Coordinator and the Catholic Chaplain, or Catholic Priest. Conducts, recruits, organizes, trains, and leads the choir through a minimum of one weekly rehearsal per week along with scheduled liturgical celebrations.
The Music Director should have experience in the Roman Catholic Church. Be proficient in sight reading, voice, and instrumental abilities appropriate for liturgical music. Be proficient at interpretation of vocal and instrumental scores to include both traditional and contemporary music. Demonstrate knowledge of planning and coordinating liturgical music support. Demonstrate ability to select and present appropriate liturgical music in keeping with the Sacred Liturgy. Be knowledgeable of the Roman Catholic Mass, Liturgies, and the role of music in the liturgical seasons. Maintain the Catholic Music Library and make recommendations for additions or deletions to the Chaplain.


Musician for Catholic Parish: The Catholic Musician provides musical support for weekend Catholic Mass. They will accompany the choir during all Holy Day/Special masses/services as requested by the Catholic Music Director and/or Catholic Chaplain. The Catholic Musician also accompanies choir during one weekly choir rehearsal and other rehearsals as coordinated with the Catholic Chaplain. Provide music as needed for special services such as Memorial services, Weddings, Vacation Bible School, Funerals, and other programs as directed by the Chaplain.
Provides 52 units per year and 4 units for special services per year. A unit constitutes a chapel service or special event.


Music Director for Protestant Parish: Music is an essential element in Protestant worship. Services of the Protestant Music Director include the selection of "blended music" (contemporary and traditional church music) appropriate to the liturgical seasons in consultation with the Chaplain who presides at the service. The Protestant Music Director is responsible to recruit volunteer who serve as part to the music team through singing or various instrumental accompaniment. The Protestant Music Director provides services as musician and Music Team Leader for the Protestant Worship Service. Protestant Music Director will coordinate the entire Protestant Music Program, selecting music appropriate to seasons of the church year. The director will also maintain the Protestant Music Library and make recommendations for additions or deletions to the Chaplain.


Musician for Protestant Parish: The Protestant Musician provides musical support of the regularly scheduled Protestant services, and one (1) weekly rehearsal. Be familiar with a variety of Contemporary and Praise and Worship church songs. Provides music as needed for special services such as Memorial services, Weddings, Vacation Bible School, Funerals, and other programs as directed by the Chaplain.
Provides 52 units per year and 10 units for special services per year. A unit constitutes a chapel service or special event.


Protestant Parish Religious Education Coordinator: The Protestant and Catholic Religious Education (RE) Coordinator, hereafter known as the Coordinator, is expected to demonstrate a familiarity with and a commitment to Protestant Christianity. The Coordinator will provide a comprehensive religious education program for children through adults. RE programs include Sunday School classes, and mid-week programs for Airmen and families. The Coordinator will ensure that the program does not denigrate any faith group or denomination and is acceptable to a wide variety of Protestant Christians. This will be accomplished through utilizing curriculum materials that are approved by the Wing Chaplain.

Catholic Parish Religious Education Coordinator: The Catholic Religious Education Coordinator will oversee coordination and execution of the Catholic Religious Education (RE) program; coordinate and supervise all RE activities/events; chair committees related to RE; maintain regular office hours; maintain proficiency through attendance at workshops, conferences and other training opportunities
The RE Coordinator position will encompass general programing from the Lead Faith Group Chaplain or designee coordination. Also, specific religious education programming can come from, but not limited to: Children's Liturgy of the Word, Sacramental preparation for First Reconciliation, First Holy Communion, the Confirmation program for the youth, Rite of Christian Initiation for Children (RCIC), Rite of Christian Initiation for Adults (RCIA), etc., according to particular creeds of each chaplain endorsement.
The Coordinator will provide a comprehensive religious education program that is consistent with the Second Vatican Council and subsequent statements of the American Conference of Catholic Bishops. The coordinator will work closely to support the priest who leads the Kirtland AFB Roman Catholic Parish.

Young Adult Coordinator:A Young Adult Coordinator to support the administrative and logistical support for the Kirtland AFB Young Adult Ministry, as defined in the attached draft Performance Work Statement (PWS). The Coordinator consults and coordinates with the Airmen Ministry Council and the chaplain who leads Young Adult programs at Gravity, the Chaplain Corps' Young Adult program.


The Contractor will accomplish all tasks to meet the requirements of the PWS and the Service Delivery Summary (SDS). Young Adult Coordinator services include providing logistical support for the Young Adult ministries in accordance with guidelines and operational instructions. The contractor will serve as a program leader for Airmen activities and functions. The coordinator assists the Facility Manager in utilization and storage of equipment and supplies.
