The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Center for Computational Toxicology (NCCT) located in Research Triangle Park, NC has a requirement for a Certus FLEX 8 Channel Solenoid Micro-dispenser. The EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Trajan Scientific Americas Inc. for the purchase of this micro-dispenser. The EPA's CompTox program is tasked with advancing the science of toxicity testing through the development of novel experimental, and computational approaches to rapidly characterize the biological activity, exposure potential, and potential human health risks associated with chemicals. The instrument will be used for conducting high throughput screening of thousands of chemicals in a variety of biological assays and will be housed at the EPA laboratories in Research Triangle Park, NC with other Certus FLEX. Acquisition of a different type of micro-dispenser would require extra experiments to compare the technical variability of past with current screening results and necessitate the need to redraft and re-optimize existing research protocols and SOPs and develop entirely new streams of R code to automate experimental design. A description of the needed characteristics for the Certus FLEX 8 Channel Solenoid Micro-dispenser are the following: Certus FLEX basic unit Flex 8 Valve Head Waste tray with drain Four SMLD 300GC 0.10/0.03mm microvalves Two SMLD 300GC 0.15/0.03mm microvalves Two SMLD 300GC 0.30/0.010mm microvalves 250mL Bottle Kit, GL45 1-in-4-out Two 50mL Conical Tube Bottle Kits Two 5mL Syringe Kits BD PEEK 1x8 Air manifold with 2-4-0 Bottle Holder Air Pressure Regulator Installation The EPA has identified Trajan Scientific Americas Inc. as the only known source able to satisfy the Government's requirement. Trajan is the sole USA distributor and supplier of the Certus Flex 8 Channel Solenoid Micro-dispenser which is manufactured by Gyger Switzerland. This procurement will be accomplished under FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. It is our intent to award a single firm fixed price purchase order for the upgrades. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS. Interested firms may identify their interest and capability to respond to the requirements. Any firm that believes it is capable of meeting EPA's requirement as set forth above may submit a response which, if received within fifteen (15) calendar days of the date of this announcement, will be reviewed for consideration. Submission of your capability statement with technical information describing your ability to meet the Government's need shall be submitted via FedConnect at fedconnect.net. Telephone requests will not be honored. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government.
