The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a centrifugal mass analyzer for measuring the mass of combustion engine exhaust aerosols. The mass analyzer should be able to measure aerosols having aerosol mass ranging from a 0.0005 to 1000 femtograms (fg) with diameters ranging from 3 nanometers (nm) (or less) to 1000 nm (or larger). These instrument will supplement current filter based mass measurements of aerosols and will be used for evaluating particulate matter sampling systems and instruments. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516.
The contractor shall provide all instrument hardware and software. Award will be made on a ?Lowest Price Technically Acceptable? basis. The solicitation will be posted to the FedConnect website (https://www.fedconnect.net/) on or about Feb. 4, 2015.
