This Request for Quote (RFQ) is for the purchase 45 pre-assembled GPS Kits for use at the NOAA National Marine Fisheries Service located in Galveston, TX.

Brand Name Justification:


The Government intends to purchase on a brand name basis Multi-Tech Systems, INC brand programmable gateway conduit model number MTCDT-LVW2-247A-US, and Verizon pre paid SIM cards under the authority of FAR 13.106-1(b)(1) No other supplies will satisfy agency requirements.


These particular brand names are essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The Cellular Electronic Logbook (cELB) Program is one of the Gulf of Mexico Fisheries Management Council (GMFMC) required data collection reporting programs. The cELB Program collects data regarding the geographic location of fishing effort. Once programmed, all cELB units have the capability to capture and store GPS positioning every 10 minutes and transmit those data to agency database servers through a cellular phone connection activated when the fishing vessel is within non-roaming cellular range. The data recorded on these instruments supports the shrimp effort estimations for fishing management, stock assessments, and fisheries bycatch reduction mandates. The current 3G cELB units operate on Verizon's 3G cellular
network. The 3G network will no longer be supported by Verizon, and therefore the current 3G cELB units can no longer be activated. The required 4G model (programmable gateway conduit - model #: MTCDT-LVW2-247A-US) is the equivalent of the 3G model # MTCDP-EV2-GP-N3-1.0 currently deployed. In order to integrate the new model seamlessly into the fishing fleet this new cELB (programmable gateway conduit - model #: MTCDT-LVW2-247A-US) is required. It is required that the software developed by National Marine Fisheries Service (NMFS) which drives the current 3G CDMA model remains compatible with the 4G LTE MTCDT-LVW2-247A-US model. The model MTCDT-LVW2-247A-US is compatible with NMFS's software. Switching to a different brand would not guarantee that NMFS's custom software is compatible. The new unit has been manufactured through Multi-Tech Systems, Inc. The machine-to-machine service must support 4G LTE data on Verizon's network at frequency bands (MHz) 700(B13)/AWS1700(B4) and Radio Frequency Wi-Fi & BT/BLE 802.11 a/b/n/g 2.4 Ghz and 5 Ghz & BT Classic BLE 4.1). Each modem is embedded with a cellular radio which is network specific and only interacts with the Verizon Wireless Network. A constant wireless communication is required for data collection, as the conduit is programmed to take a GPS reading every (10) ten minutes.


Firms that believe they can provide a gateway conduit model and SIM card capable of performing all of the above functions may submit documentation in writing within five (5) days of this notice. Responses can be sent via e-mail to anthony.ciolli@noaa.gov and a determination will be made by the Government if a brand name restriction may be removed to allow for supplies of a different brand name.

The Government intends to procure supplies using FAR Part 13, Simplified Acquisition Procedures. The Government requires all contractors doing business with The Government to be registered with the System for Award Management (SAM).
