McConnell AFB is looking to procure the services of a Catholic Religious Education Director. The qualifications are as follows:

1.1.1 Be a certified catechist of the Arch Diocese for Military Services or have at least 3-5 years teaching experience in Catholic Religious Education (RE) or at least two years experience as an RE Coordinator. If not currently certified by the Archdiocese for the Military Services, the Coordinator must enroll and be actively working toward Archdiocesan Certification.


1.1.2 Have a comprehensive knowledge of Roman Catholic teachings, religious rites, ceremonies, and traditions. The Catholic Religious Education Coordinator must profess and uphold the teachings and traditions of the Catholic Church.


1.1.3 Must have the educational and administrative skills to organize and manage the entire Catholic Religious Education Program for Preschool through High School.


1.1.4 Be able to work within the pluralistic environment of the Air Force Chaplain Corps. Will preferably have some knowledge and experience working within US Military establishments.


1.1.5 Be able to maintain professional relationships with teachers/assistants, students, chapel staff, and public school staff.


1.1.6 Undergo a government background investigation (at government expense) in accordance with Department of Defense Instruction 1402.5.


1.1.7 Undergo a successful background criminal history check at local (base), state, and national levels, including an Installation Records Check (IRC) and a National Agency Check and Inquiries (NACI). Contractors may be hired pending successful completion of background checks at all levels.



The Responsibilities of the Catholic RE Director:


Coordinate with the designated priest or Wing Chaplain, as the resource person, advisor, and coordinator of the Catholic Parish.


1.2.2 Meets weekly with designated priest or Wing Chaplain to review overall programs and goals for preschool, elementary, junior high and adult religious education.


1.2.3 Attendance is required at monthly Catholic Parish Advisory Council meetings. Maintain the Office Hours as identified in paragraph 4.1.1 of this Statement of Work (SOW). There are 10 additional hours that may be required for special events. The contractor shall work approximately 20 hours per week.


1.2.4 Submits an annual calendar of events and Budget for Catholic RE programs to Appropriated fund budget summary and core religious education curriculum to the Wing Chaplain/ Superintendent in accordance with AFI 52-105 Vol II and local operation instruction. Must attend the Financial Working Group twice a year.


1.2.5 Coordinate the bible study program and youth ministry when applicable.


1.2.6 Implements parish Sacramental programs under guidance of the designated priest or Wing Chaplain, including date of reception, times and length of classes, and parent and teacher sessions. Is responsible for parent classes.


1.2.7 Coordinates calendar of RE activities with parish master calendar and schedules.


1.2.8 Conducts regular meetings for consultation, support, and training of teachers and assistants at all levels. Will submit agendas for approval to the designated priest or Wing Chaplain prior to meetings.


1.2.9 Coordinates, plans, organizes, staffs, and implements summer vacation religious education program if requested by Parish will coordinate in cooperation with designated priest or Wing Chaplain (Protestant RE Coordinator/RE Chaplain - if an ecumenical program is planned for the calendar year).


1.2.10 Recruit volunteers and make necessary resources such as videos, CDs, etc. available to teachers and/or assistants.


1.2.11 Implement registration policies and procedures as directed by the designated priest or Wing Chaplain.


1.2.12 Make assignments of teachers and assistants as well as students to classes and room numbers.


1.2.13 Coordinates the use of facilities; chapel, annex, and conference room by completing the proper forms. The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs. This includes all facilities utilized by the RE program. (Chapel and Dole Center)


1.2.14 Organizes special activities between teachers and assistants and classes, i.e. All Saints celebrations, Christmas, Easter events.


1.2.15 Is responsible for maintaining weekly statistical records of attendance for students, teachers, and assistants and of turning in information to designated priest or Wing Chaplain on a weekly basis.


1.2.16 With guidance from designated priest or Wing Chaplain, must provide necessary information for the ordering of textbooks and supplies for teachers and students used before suspense date.


1.2.17 Distributes to teaching staff information regarding supplementary, audio-visual and multimedia equipment.


1.2.18 Assigns specific duties to teaching staff as directed by the designated priest or Wing Chaplain.


1.2.19 Is responsible for bulletin notices, newsletters, and other necessary publicity items pertaining to the RE Program.


1.2.20 Make recommendations to the designated priest or Wing Chaplain for teachers to obtain catechist information and certification through local diocese.


1.2.21 Encourages teachers to continue their faith growth and development of teaching skills by attending workshops and adult education courses on parish and/or diocese levels.


1.2.22 Monitors the instructional program in order to assure that basic principles are being taught according to current catechetical guidelines.


1.2.23 Provides information to designated priest or Community Coordinator to create weekly bulletins.


1.2.24 Coordinates and attends all meetings for teachers and assistants, and parish advisory council.


1.2.25 May attend diocesan meetings, in-service training, and special functions for religious education and enrichment and briefs the designated priest or Wing Chaplain, as funding is available.


1.2.26 Arrange for a fully qualified substitute to provide required services in the absence of the Coordinator. All subcontractors must meet the same qualifications as the contractor and be approved as suitable by the Contract Officer, who will coordinate approval with the Wing Chaplain. Absences and substitutes will be approved in advance by above parties.


1.2.27 Must work with the Contract Priest or the Catholic Chaplain and the Catholic Community Coordinator in the integration of the Religious Education Program with the larger Catholic Community at McConnell AFB.


1.2.28 Must post sign on exterior office, on the door, or wall and send email to the staff when changes to their schedule occur.



Compliance Standards:


1.3.1 Contractor will comply with all requirements set forth in applicable Air Force Instructions, regulations, and policies (includes locally established policies). These will be provided in writing before the contractor start of work.


1.3.2 While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employees or agents of the government.


1.3.3 The Wing Chaplain or their designee for this contract will:


1.3.3.1 Provide items deemed necessary to perform services described in this SOW.


1.3.3.2 Monitor and inspect the Contractor's performance. The Contractor will be notified in writing of all noncompliance work, and will be given an opportunity to correct, if possible, non-conforming work. The contractor will be given the opportunity to respond in writing to any notice of noncompliance.


1.3.3.3. The contractor coordinates all support requirements with the Wing Chaplain.
