Combined Synopsis/Solicitation: Catholic Religious Education Coordinator


This is a combined synopsis/solicitation commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


This solicitation is issued as a Request for Quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ # FA4484-14-T-0020.


This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75 effective 24 June 2014; Defense DPN 20140624 effective 24 June 2014, and AFAC 2014-0421 effective 21 April 2014. The Federal Supply Class (FSC) is G002.


The North American Industrial Classification Standard (NAICS) code 813110 and the business size standard is $7.5M. This solicitation is 100% set-aside for small businesses IAW FAR 52.219-6.


IAW DFAR 252.204-7004, all firms or individuals responding must be registered with the System for Award Management (SAM).   


This RFQ contains five (5) line items. The items are to be firm fixed price in accordance with the Statement of Work (attached):

THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS.


A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract.  Therefore, issuance by the government of an order in response to a supplier's quotation does not establish a contract.  The order is an offer by the government to the supplier to buy certain supplies or services upon specified terms and conditions.  A contract is established when the supplier accepts the offer.  When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred.
