Eielson Air Force Base is conducting market research to determine if there are sources capable of fulfilling a requirement for Catholic Priest services. A brief summary of the requirement is below:


REQUIREMENTS FOR THE AUXILIARY CATHOLIC PRIEST:


• Must be a Catholic Priest in good standing, have the permission of his Ordinary/Superior, and the endorsement from the Archdiocese for the Military Services (AMS).
• Will adhere to all AMS directives as outlined in the "Basic Expectations for the Pastoral care of Catholic Personnel" document published by the AMS.
• Will secure and maintain the endorsement and faculties of the AMS to perform Liturgical and Sacramental services on Military Installations.
• Have a current knowledge of the Liturgical Theology and the Rites of the Roman Catholic Church III.
• Must be vetted with criminal background checks required by both DOD and the AMS.


SPECIFIC RESPONSIBILITIES:


• Celebrate Saturday/Sunday and Holy Day of Obligation Masses.
• Be available for the Sacrament of Reconciliation prior to Sunday Mass.
• Celebrate or Administer any of the Sacraments.
• Celebrate special Liturgical or Sacramental Celebrations.
• Adhere to all administration requirements prescribed by the Roman Catholic Church for the Reception of any Sacraments.
• Maintain professional competency.
• Be accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.
• Personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved by the Diocese of Fairbanks and/or Archdiocese for the Military Services.
• Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of substitute.
• Personal Belongings: The government shall not be held responsible for damage to the contractor's materials, equipment or personal belongings brought into the building or onto the grounds due to fire, theft, accident, mishap or disaster.
• Contractor Furnished Property: Contractor shall provide his own transportation and billeting costs to fulfill this contract.
• Safety: The contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage.
• Restrictions: Government property made available under this contract is only for use in the performance of services described in this contract.
• Date, Time and Place of Performance: Specific work schedule will be coordinated through the Wing Chaplain. Eielson Chapel 452 North St. Eielson AFB, AK will be the primary place for all services.
• Specific and Implied Service: The contractor shall provide services which will be paid in units/each. A unit/each is classified as one Mass, one reconciliation, one Penance Service and/or one Funeral, counseling session/Anointing of the sick. This contract will allow for 60 units/each.


• The Wing Chaplain.
• Ensures that unit/each invoices are paid according to the unit rate for the services described in this SOW and Approved Price List.
• Provides office space with desk, chair, computer, printer, filing cabinets, bookcases, phone, expendable office supplies, and other items deemed necessary to perform services described in this SOW.
