FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Technically Acceptable acquisition utilizing simplified acquisition procedures. For quotations determined technically acceptable and the vendor has an acceptable or neutral past performance, a selection based on price and technical acceptability of proposed itemized plan will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Each offeror'S quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. After evaluating price, award may be made to other than the low offeror, when the contracting officer determines it to be in the Government's best interest. Documentation is required clearly detailing the offeror's proposal. To be considered for award offeror shall:
1. Specifically identify the meals the offeror intends to provide
2. Include documentation with a clear breakdown of its offer
Award will be made to the offeror with the lowest price and demonstrated capability
of fulfilling requirements in full as identified on CLINs 1-3 and in accordance with the attached SOW "XCTC RON SITE CATERED MEAL SOW"
Prospective vendors shall include a sample breakfast and dinner menu to be considered for award.
