The purpose of this RFP and any resulting contract award is to solicit proposals for a comprehensive Case Management
and Electronic Court Management System. The North Carolina Office of Administrative Hearings (OAH) is seeking a
vendor to:
(1) Provide a new Case Management and Electronic Court Management System to meet our needs;
(2) Provide installation, configuration, testing, training, and support services at multiple branch locations; and
(3) Enter into a maintenance and support contract for the proposed solution.
The ultimate goal of this procurement is to provide a comprehensive Case Management and Electronic Court
Management System for OAH. The new Case Management System will utilize computerized case tracking as an
important tool for effective case flow management. The primary responsibility of the OAH Case Management System is
to provide a cohesive environment for the administration of all Petitions for Contested Cases filed with OAH. This will
involve the processing of initial case filings, the generation of official correspondence, the scheduling of hearings, the
closure of cases, the tracking of appeals, the archival of information and the reporting of statistics related to Contested
Case activity within OAH. This goal recognizes the need for OAH to handle its growing workload without increasing
staff or case disposition time. Ease of use and future maintainability are major considerations for the development of this
system. Thus it is desired that a single vendor or vendor team will provide a total automation solution that can grow and
adapt to OAH needs in the future.
