Case Management Time Study System
This is a Request for Proposal (RFP) for a Case Management Time Study System
issued by the Division of Developmental Disabilities Services, (DDDS). The DDDS
currently employs approximately 45 staff which are called “Case Managers” and perform
case management functions for Divisional clients in the Division’s Home and Community
Based Waiver Program. The Division charges the Medicaid Program for the costs
associated with this function on a per diem basis. During a renewal review of the
Division’s HCBS waiver the Centers for Medicare and Medical Assistance, (CMS), it was
decided to move the case management function from the HCBS Waiver service cost to
an Administrative cost. Thus, the need exists for the Department to contract with a
vendor to develop a 100% time study system for this group of staff.
