Case Management Replacement Systems
The Commission is seeking proposals for computer software and services to replace its existing Case Management System (CMS). The CMS is comprised of the Commission's official case filing and management system and the Commission's Consumer Assistance Division system (CAD System).
The CMS is the primary system for the filing, storage, retrieval and maintenance of case documentation. Similar to a court, the Commission adjudicates cases and may take testimony, subpoena witnesses and records, issue decisions or orders, and hold public and evidentiary hearings. The CMS will be the system by which case files are established, filings received, parties noticed, case documents and other records and reports managed and accessed (including the management of confidential documents), and the Commission's archival obligations are met.
The CAD System manages and tracks consumer complaints filed against regulated utilities. All communications between the consumer, the Commission, and the utility is stored and tracked in the CAD system. Decisions and follow-up information are also stored in the CAD system.
