The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Thomas R. Angle dba Savannah Forensic Training, 7 BroomsEdge Lane, Savannah, GA 31411 for the purpose of providing the Computer Analysis Response Team (CART) training support for the Case Agent Investigative Review (CAIR) Project and AD Lab Known File Filters (KFF) maintenance. CAIR Project support is required to provide training and materials on the AD Lab tool and updates to the AD KFF database. As a means to keep up with the ever evolving world of computer evidence, AD Lab as a product has expanded into a complex software suite. The tool can process not only Microsoft Windows File System evidence, but it can also be used to perform examinations of Macintosh and Linux File System data. The FBI is requesting an experienced instructor/consultant who has experience as a CART certified forensic examiner, CAIR management and instruction experience, and who can provide AccessData AD Lab KFF updates for CART Forensic Examiners to use. The instructor/consultant must also provide; online/offsite course instruction to examiners involving course coordination, class setup, instruction, troubleshooting assistance, classroom logistics, material distribution support, coordination of evaluations, and class registration. The instructor/consultant must have three in person meetings at a designated offsite location and must also maintain updated CAIR manuals as requested and provide end user support post training. This requirement will assist FBI personnel in the collecting, preserving, examining, and presenting stored digital information obtained from computers and other electronic devices.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
