The U.S. Army Contracting Command- New Jersey, on behalf of the Office of the Program Manager Maneuver Ammunition Systems (PM-MAS), located at Picatinny Arsenal, NJ 07806-5000, intends to issue a request for proposal (RFP) for the Cartridge, 120mm, Advanced Multi-Purpose (AMP), XM1147, High Explosive Multi-Purpose with Tracer (HEMP-T). The AMP XM1147 HEMP-T is a 120mm multi-purpose munition being developed for the Abrams Main Battle Tank (MBT). The round will provide the Warfighter with new capabilities to defeat Anti Tank Guided Missile (ATGM) teams / dismounted infantry at extended range, and to breach double reinforced concrete walls. Additionally, the XM1147 consolidates the capabilities of four existing 120mm munitions, resulting in a reduced logistical burden while also allowing the Warfighter to battlecarry a single munition for multiple engagement scenarios. Under this program, contractor(s) shall provide two Phases of Engineering and Manufacturing Development (EMD), Low Rate Initial Production (LRIP) and Full Rate Production (FRP) of a Cartridge, 120mm, AMP, XM1147, HEMP-T. The contractor(s) shall provide all necessary labor, material, supplies, services, facilities, and equipment to perform the requirements of the Statement of Objectives (SOO) and Request for Proposals (RFP).

The acquisition of the AMP XM1147 HEMP-T cartridges will be conducted using Other Than Full and Open Competition procedures in accordance with FAR 6.1. Competition will be limited to the National Technology and Industrial Base (NTIB) for the LRIP and FRP Options for Explosives, Explosively Loaded Components and Cartridge Load, Assemble and Pack (LAP) components utilizing the authority granted under 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302 3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. The period of performance for this acquisition is approximately seven (7) years (eighteen (18) months of EMD Phase 1, thirty (30) Months of EMD Phase 2, twelve (12) months for LRIP Option, and twelve (12) months for each of the two (2) FRP Options).

The Government intends to award up to two (2) Cost Plus Fixed Fee contracts for EMD Phase 1 for the Cartridge, 120mm, AMP, XM1147, HEMP-T on a Best Value Trade-off basis. The contract(s) will include an option for EMD Phase 2, an option for LRIP and two (2) option periods for FRP. At the conclusion of EMD Phase 1, the Government plans to conduct a Best Value Tradeoff down select decision for the EMD Phase 2 option that will result in a single contractor design. If EMD Phase 2 is successful, subject to the availability of funds, the Government will exercise the options for LRIP and FRP.

The Draft Performance Specification, Systems Engineering Plan (SEP), Security Classification Guide (SCG), Technical Data Package (TDP), Interface Control Drawings (ICDs), and XM 1069 Fuze Revision of the Solicitation are categorized as Distribution Level quote mark D quote mark data. Any request by DoD Contractors for Distribution Level quote mark D quote mark data shall be accompanied by an AMSTA-AR Form 1350 Technical Data Request Questionnaire, a DD Form 2345 Militarily Critical Technical Data Agreement, and a fully executed Non Disclosure and Non Use Agreement. Upon receipt of these items, the Government will furnish the distribution quote mark D quote mark data to the requester.

This is a pre-solicitation notice and the Government anticipates that a formal solicitation for RFPs will be posted on or about 5 September 2014. All information is to be furnished at no cost or obligation to the Government.
