This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: The Central Arkansas Veterans Healthcare System (CAVHS), located in North Little Rock, AR, 72114 has a requirement to construct and replace the the new electric cart washer in Room 115 of B-76. The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice. Questions will be accepted only after the solicitation has been published.

The anticipated solicitation is projected to post on or about February 28, 2019, on this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation for Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE.

NOTE: Interested parties are to submit their Capabilities Statement to the Contracting Office (No more than 20 pages, please) via email to ambera.parker@va.gov no later than 2/21/2019 at 4:00pm CST.

The following is an abbreviated reference of Statement of Work and does not address the entire requirement:

Contractor shall provide all materials, equipment, labor, supervision, and expertise necessary to construct and replace the the new electric cart washer in Room 115 of B-76 at Central Arkansas Veterans Healthcare System, 2200 Fort Roots Drive, North Little Rock, AR 72114. All work shall be performed in accordance to the project plans and specifications.

Remove and dispose of existing steam radiator unit located under the window in the east wall of the northeast corner of Room 122-76. Remove any associated piping and cap line. Remove steam regulator and turn over to VA. stations, switches, flat panel monitors, and Hirsch access control devices with associated mag-locks and fire alarm relay monitor modules.

Remove door awning under window on the exterior east wall of the northeast corner of Room 122-76. Remove window and casing. Remove brick veneer from exterior wall and protect keystone above window and return to VA. Remove wall around window.



A 60-day bid acceptance period is required. Performance and Payment bonds will be required from the contractor receiving award. A pre-bid conference is TBD . The magnitude of construction is between less than 25k. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $36.5M/ 500 employees. Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications prior to the solicitation due date. Bidders shall be registered with the NAICS code 236220 assigned to this acquisition.
