This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 
This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ).  Submit written quotations only for RFQ Work Order 23417, Carpet with Installation for Building 465.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96.  This acquisition is 100% Total set-aside for Small Business.  This acquisition is subject to the North American Industry Classification System (NAICS) code of 314110, "Carpet and Rug Mills" and the Standard Industry Classification (SIC) code of 2273, "Carpets and Rugs" with a small business size standard of 1500 employees.

 

This solicitation will be posted for at a minimum of 30 days with an award date to be determined after review of submitted quotes.  Interested parties should register online and subscribe to receive procurement announcements related to this solicitation by entering the website at www.fbo.gov.  Potential offerors are responsible for monitoring this site for release of any modification to this combined synopsis/solicitation.  There will not be paper copies of this solicitation available.  All solicitation information may be obtained through www.fbo.gov.  The Government will not reimburse any interested parties for monies spent to provide a response to this notice.

 

The Contractor shall complete this project within ninety (90) calendar days after award.  Acceptance will be made by the government at the place of performance.

 

Offerors will be evaluated based on the lowest price technically acceptable. Technical acceptability will be evaluated based on the lowest price that meets or exceeds the specifications listed within the Statement of Work (SOW) dated 22 January 2018 and Drawing Number WRN-B-455.

 

All contractors must be registered in the System for Award Management (SAM) database prior to any contract award (FAR 52.204-7).  Please submit the following information with each quote: cage code, DUNS number, tax identification number, prompt payment terms, delivery time, date offer expires, warranty, and total price, using the form, Request for Quote.

 

Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time.  Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (FAR 52.212-1(f)).

 

Quotes are due not later than 10:00 a.m., Mountain Time (MT) on Thursday, February 22, 2018.  All responsible sources may submit a quotation which shall be considered by the agency. You are encouraged to submit quotes electronically via email to maria_lourdes.bustillo@us.af.mil. ; ALL QUOTES MUST BE GUARANTEED THROUGH 30 APRIL 2018.
