The Federal Highway Administration (FHWA) intends to award a sole source purchase order to National Association of Development Organizations (NADO) Research Foundation for research support services on Capacity Building to Advance Intelligent Transportation Systems in Rural Regions and Communities through research, training, and creation of a report on notable Rural ITS practices.

NADO is uniquely qualified to undertake this task because they offer unique access to people and organizations needed for this projects through its membership uniting rural regional transportation planning staff as well as the local officials, local jurisdiction professional staff, and other stakeholders committed to understanding rural ITS and why it can be a worthwhile investment.
 

NADO's membership profile includes a significant core of economic development districts (EDDs), originally founded as multi-county public entities in the late 1960s and early 1970s to coordinate and lead regional economic development efforts with support from the U.S. Department of Commerce's Economic Development Administration (EDA). Through the NADO Research Foundation's research and training programs and the program affiliate RPO America, NADO is the only national association primarily focused on the emerging network of regional transportation planning organizations (RTPOs).

A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $150,000.


The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
