The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM-CAS) anticipates awarding a Firm-Fixed Price, five (5) year (base year plus 4 options) contract for the Canister Metal Parts (MPTS) Assembly and Canister Base Assembly for 155mm Illuminating Projectiles. A single award will be made on the basis of the lowest priced proposal meeting the acceptability standards for non-cost factors in accordance with FAR 15.101-2, utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection Process.
This effort is set aside for Small Business concerns.
The Canister MPTS Assembly and Canister Base Assembly will support the Load, Assemble, and Pack (LAP) of 155mm Illuminating Projectiles. The Canister MPTS Assembly consists of cylindrical steel tubing with a Nose welded to seal on one end, and three Fins, which are pre-formed and welded to the steel tubing. The Canister Base Assembly is a steel assembly consisting of a cylindrical Base Plate, Swivel Pin, ball bearings and a Disc. This assembly is used to seal the final internal contents of the Canister MPTS Assembly and is retained with groove pins. As part of the Canister Loading Assembly, the Canister MPTS Assembly and Canister Base Assembly is designed to carry an Illuminating Candle. When the Canister Loading Assembly is dispensed from a 155mm Projectile, the Fins, which are attached to the Canister MPTS Assembly, are deployed to degrade spin rate prior to dispensing the Illuminating Candle.
The associated North American Industry Classification System Code (NAICS) for the Canister MPTS Assembly and Canister Base Assembly is 332999.
The estimated quantities for this 5 year contract are 109,537 Canister MPTS Assemblies and 109,537 Canister Base Assemblies. The contractor must be capable of manufacturing and producing a minimum quantity of 1,800 Canister MPTS Assemblies and 1,800 Canister Base Assemblies per month. The Canister MPTS Assembly and the Canister Base Assembly will be built to a certified Government Technical Data Package (TDP) and specification MIL-DTL-48249B which will be available upon request. All interested parties requesting a Technical Data Package (TDP) and specification MIL-DTL-48249B with a Distribution Level other than "A" will be required to submit a certified DD Form 2345 in accordance with DoD Directive 5230.25. Any request by DoD Contractors for Distribution Level "D" data shall be accompanied by the following: a fully executed DD Form 2345, Military Critical Technical Data Agreement (see attachment 1), and a completed Non-Disclosure Agreement (see attachment 2).
The Request for Proposal (RFP) W15QKN-16-R-0016, will be available electronically in accordance with FAR 4.5 at the following internet address: http://www.fedbizopps.gov/ on or about 3/1/2016. Interested small businesses are advised to periodically access the internet address in order to obtain any amendments which may be issued.
Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
