The Centers for Disease Control and Prevention, National Center for Environmental Health intends to award a sole source firm-fixed price contract to procure the following laboratory chemicals as one lot in their entirety:

1) N-Acetyl-S-(trichlorovinyl)-L-cysteine (13C6, 99%; 15N, 99%); 2) L-Phenylmercapturic acid (Ring-13C6, 99%); 3) N-Acetyl-S-(2-carboxyethyl)-L-cysteine (carboxyethyl-13C3, 99%); 4) (R)-(-)-2-Thioxo-4-Thiazolidinecarboxylic acid (4,5,carboxyl-13C3, 99%); 5) N-Acetyl-S-(N-methylcarbamoyl)-L-cysteine (cysteine-13C3, 99%; 15N, 99%); 6) N-Acetyl-S-(2-carbamoylethyl)-L-cysteine (2-carbamoylethyl-D4, 99%)

The contract award will be made to Cambridge Isotope Laboratories, INC. 3 Highwood Drive, Tewksbury, Massachusetts 01876.

The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 325199 All Other Basic Organic Chemical Manfacturing Size Standard is 1250.
This sole source acquisition is required because this custom-made chemical is needed to ensure project continuity, given that two large projects rely on its use (NHANES, PATH). Lastly Cambridge Isotope Labortories products have been tested extensively and are our choice and are critical to our on-going processing for VOC metabolites analysis.

No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.

Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses should be emailed to Mr. Philip Robinson at KKQ4@CDC.GOV using solicitation number in the subject line no later than 10:00 AM Eastern Standard Time, January 29, 2019.
