The U.S. Government does not own the data rights for these systems. The data rights are currently owned by Fluke Electronics Co. It is anticipated that no other contractor will be able to perform these services IAW FAR 6.302-1. In an effort to promote competition the USG is seeking alternate sources that can provide the item and service needed.
Both large and small businesses are encouraged to participate. Contractors responding to this solicitation are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The USG will not reimburse participants for any expenses associated with their participation.
The USG seek to promote and provide for acquisition of commercial items and non-developmental items to the maximum extent practicable and determine the extent to which commercial items or non-developmental items could be incorporated at the component level.
Electronic procedures will be used for this solicitation. Request a copy of the solicitation from the following website: www.fbo.gov. The issue date of the solicitation is 31 July 2019. The response date for receipt of proposal is 3 September 2019.
